These notifications include payroll-related tasks, such as payday notifications or form filing reminders. Here's how you can customize the settings:
1. Go to the Gear icon, then Payroll Settings.
2. Navigate to the Preferences tab, then Email Preferences.
3. Scroll down to Customize Email Preferences to make changes to who receives the notification and when to receive the notification.
4. Hit OK to save changes.

When I go to Payroll Settings, I don't see those different tabs in the screenshot you posted.
Instead, I see just one screen with:
CARES Act
Email notifications (but with no option for Accountant vs Client)
Shared data
Bank accounts
Direct deposit
Printing
Accounting

Accessing and make changes to your payroll settings is quick and easy. However, only the master admin can view the payroll settings.
If your access is for master admin, we can perform some basic troubleshooting steps to fix the issue. It could be that the stored caches and cookies in the system are the reason why you experienced this unusual behavior. We can start by accessing your QuickBooks account in a private/incognito browser.

Once you're in, let's try to customize your payroll settings again. If it's working fine, we'll have to go back to your regular browser and clear the cache to eliminate the junk files. Alternatively, we can use other supported browsers to further isolate the issue.
Also, there are several payroll reports you can use to view useful information about your business and employees. Here is the list of payroll reports available in QuickBooks Online Payroll.
