Do I need to file 1099's in California or PA or is the Federal filing sufficient?

While I cannot answer for CA, I can for PA. Quote "1099-MISC Information

Under Act 43 of 2017, certain payments to non-residents are subject to Pennsylvania personal income tax withholding. Payments that are subject to tax are (1) payments of Pennsylvania source compensation and business income if the payments are reported on a federal form 1099-MISC, and (2) lease payments for Pennsylvania real estate. Withholding is optional if the total payments are less than $5,000 annually.

Any person who makes payments of PA source income to resident and non-resident individuals, entities treated as a partnership for tax purposes, or single member limited liability companies and is required to provide form 1099-MISC to the federal government with respect to the payments must also submit a copy to the Department of Revenue."

So, yes for PA, and you better have withheld 3.07% for your CA workers tgat worked in PA

Good to see you here, jbt1.

To make sure you're given the right information, I would suggest contacting the state agency for California. Go to this link to get their contact number: https://community.intuit.com/articles/1458555-california-payroll-tax-compliance.

You gave a link for payroll tax filings and the question was on 1099's .  You should change the link.

State Filings of 1099's

Hi there, @christinagreenstein and @jbt1.

I appreciate the feedback. Allow me to join this thread and share some more insights about state filings of 1099.

Currently, California (CA) is one of the states that support the Combined Federal and State Filing Program (1099). However, Pennsylvania (PA) is not one of them, so I advise reaching out and asking your state agency for the filing requirements and process.

For your reference, please check this articles:

That's it. Keep me posted if there's anything else you need or you have additional questions. I'd be happy to provide more help.
