State of PA waives Unemployment Insurance tax for owner sole proprietor but Quicken is forcing a rate between 2.3 to 11%? How to waive rate for owner payroll?

I am the owner and sole employee of my side consulting business and want to set up a quarterly payroll. Quicken is requesting a UC tax rate which is waived by Pennsylvania under these guidelines. How do I zero this option for payroll?

I understand how much you would want to get this taken care of, however, Quicken is a third-party program from Intuit. That being said, they have a separate Support and Community page. You may access their Help Line by clicking this link here: Quicken Support Options
