QB is not letting me file a 941 for Q2 2020 since no one was paid.
It allowed me to do this for Q1 but not for Q2.
It gives me a warning that no one was paid, but then does not proceed.

We have an open an investigation about the error No employees have been paid in the given year that's why you're unable to file your Form 941. I'd suggest giving us a call so we can add your account to the notification list. This way, you'll receive updates as soon as a permanent fix is available.

For now, we can manually download Form 941 for Q2 on the IRS website and enter the needed information. Then, manually mail it to them.

To be notified and get an email notification on this current investigation (INV-48016), your account must be added to the affected user's record. Until QB fixes this issue with their software, create a fake paycheck (ie. for .01), then see if the report generates, save the 941, delete the fake paycheck, create your report again and select the NEW option and you should be good to go!
I am using QBD and received this same warning "have not paid employees within a given year". I was just advised by QB Team to create a "dumby check" or "input a liability adjustment". I do not feel comfortable doing this because it might create an issue later.
Hopefully this error will be fixed as soon as possible. QB Payroll subscription is expensive for our small business and it's creating more work for me!
