You can run the Uninvoiced Charges or Unbilled Charges report to check if the employee is used in one of the transactions. Here's how:
Once done, you can now delete the employee to check if that works.
If you need to reactivate a deleted worker, use your Gear (⚙️) icon, turn on Include inactive, then hit Make active for their record.

There are times that an issue like this occurs when QuickBooks encounters unexpected browser-related crashes. To resolve it, try logging into your account on an incognito window. Here is a list of keyboard shortcuts to open one:
If the report shows up, you can go back to a regular browser and clear its cache. Piled browser history can be the reason for some issues on the page.
You may also switch to a different browser like Google Chrome, Mozilla Firefox, Safari, or Microsoft Edge.

I've tried in both MS Edge and Google Chrome. Clearing history and cache. Closing the browser and opening it and there is no report listed called uninvoiced or unbilled charges.
I'm stuck.

It seems that you're subscribed to Simple Start. Please note that there are feature and report differences with the plans in QuickBooks Online. The Uninvoiced Charges is only available in Plus while the Unbilled Charges report is only available in Essentials and Plus. You can check this article if you need a list of available reports in QuickBooks Online: Reports included in your QuickBooks Online subscription.
Also, we'll need to remove the employees from these unbilled charges first before we can delete them. You'll want to manually check the transactions since you don't have these reports. You also want to upgrade your subscription by following the steps in this article: Upgrade your QuickBooks Online subscription.
Here's another way to check the unbilled charges:
Once done, you can now delete the employee.

I am not getting a Business Validation Error but get "Object Not Found: Something you're trying to use has been made inactive. Check the fields with accounts, customers, items, vendors or employees." message.
Have tried chat several times with them taking control and trying to figure out - three times no solution.

The Error Message is as previously stated:

Thank you for visiting the QuickBooks Community, GayV2. I'll be sharing information on how employee details work in QuickBooks Online. Then, I'll make sure you can delete all employees with no payroll prior to 2022 in QBO.
When you migrate from QuickBooks Desktop to QuickBooks Online, you may notice differences in how your books appear. However, employees that are active in QBDT will remain active in QBO once transferred.
On the other hand, the error message you're getting means an account, customer, item, vendor, or employee that you're trying to manage has been inactivated. To confirm this, you can filter each of these to see any objects that you have made inactivated. Follow the steps below:
For Accounts:
For Customers:
For Items:
For Vendors:
For Employees:
Then, once you've confirmed that the employees you're attempting to delete are already inactive in the program, deleting them isn't necessary. This is because inactive means they have already been removed from the list. However, you can still see their information for recording purposes.
If you're still not allowed to inactive or delete the employees, it might be the cache full of history and temp files that caused unexpected behaviors. I suggest logging in to your QBO account using a private browser. This is to rule out the possibility of a webpage issue, and private browsing doesn't store local files or cache.
Use these keyboard shortcuts based on the browser you're using:
If it works in incognito, you'll have to clear the cache of your regular browser. This removes the history or log of sites so you can start with a clean slate. If the steps above didn't work, use another supported browser as an alternative.
Furthermore, if you referring to totally removing the Employee's details, this is currently unavailable. The reason for this is to make sure you have detailed info on your payroll for filing taxes.
