I can share some information about the error you're having with the Tax Withholding section of the employee's profile, @eddiemedicalbenefits.
There's an ongoing issue with employee profile tax withholding showing a yellow exclamation point icon when tax setup is done. Our Product Engineering team is already aware of this and is now working on a fix.
In the meantime, I suggest contacting our Customer Support Team, so you'll be added to the list of affected users and receive an email notification once we resolve the issue.
You can reach our Customer Support for QBO by going to the Help icon at the top right of the account. Then, let them add you to Investigation No. 78300.

I'm experiencing the same problem. I added a new employee and it won't let me save the tax withholding data. And I can't run payroll without having this filled out. I've been on several chat sessions and no luck!

QuickBooks Online (QBO) uses the browser’s cache to run faster. However, this can occasionally become corrupted, affecting some functionalities such as buttons not responding or errors when performing specific tasks.
Let's sign in to QBO via incognito mode or private browsing. These browser sessions don't store data and allows the program to run smoothly. Here's how to bring up one:
Next, add your worker (incognito mode) and save the data. If this works, clear the cache of your default browser to improve overall performance. You can also utilize a supported browser to determine if the one you're using is damaged.

I worked with MANY folks all day to resolve the issue including many of the suggestions you listed. We tried rebooting, different browsers, different computers, all with no luck! Apparently, the bug to save Tax Withholdings of a newly added employee is still an issue! I did get a payroll help person to go in and issue a paycheck in the system for me. Their change still isn't visible in QuickBooks (but it's been less than 24 hrs). This problem needs to be addressed so others don't experience what I went through!
