How do I tell QB to NOT pay Federal Payroll Taxes during COVID?

I can help with stopping those tax payments. If it's two or more business days before payment is scheduled to be made, you can go to the EFTPS website. There you can cancel the automated payment schedule. If the payment is scheduled to occur in less than two business days, you can't cancel it through EFTPS tax payment service. How about if it is just a portion of it though?  It is only the employer portion we can delay.  How does Quickbooks Payroll handle that?
