Good evening, @DianaPmom3.
Thanks for reaching out to the Community. I'd be glad to provide information with applying for the PPP loan within QuickBooks Capital.
Before going into detail, if you're unable to see the option to apply for the loan, I suggest clearing your cache off of your browser. QuickBooks using cache from your browser to obtain a faster performance, and after a while, little problem can start to occur if you don't do it often.
Below are the instructions with applying for the loan through QuickBooks Online Payroll:

First, thank you for your help and attention. After clearing the cache, I'm still unable to find this part of the Capital Tab. I have "Capital" and "Business Credit Score" as my only options under Capital. I'm subscribed to and use "QuickBooks Self Service Payroll" and I haven't seen anywhere that we would need to be enrolled in a higher level of subscription or bookkeeping subscription to access this. Do you know any other causes that we may not be seeing this option? It appears there are more than just me with this issue.
I know applying for the loan can be a little tricky, but I'm here to help.
The release for the new PPP application isn't updated for all QuickBooks customer's yet, as stated in the email. However, you can access the application for the loan through our Intuit QuickBooks website. This will allow you to apply without using the Capital tab in QuickBooks Online. All you have to do is navigate to our Paycheck Protection Program tab and sign in to complete an application.
I'm only a few clicks away if you have any other questions. Enjoy the rest of your evening.
I got in after I contacted them on their Facebook page. Turns out all I needed to do was click "reset update" when doing the update. Sadly, after all that, I get in and find they are only taking apps from single business owners (80% or more). My husband and I are 50/50.
Update again but check the box that says "reset update", then restart the computer. I was told this clears previous downloads, if something didn't download properly it's just deleted and not downloaded, the reset clears that.
I'm still unable to access no matter how much cache clearing, computer updating, memory clearing or link vs tab clicking I do. If I choose the link to sign it, it simply brings my to my QBO dashboard and then... nothing new. I use QBO with simple integrated QB payroll.

I got the application link with an update easily enough. QB desktop. But I can't actually get into the application. After 2 days, an hour with QB phone support, clearing cache (Internet Explorer and Edge, just in case), temporarily disabling firewall, rerunning the entire QB Update, and clearing all the old password info from my account. Every time I try to open (even at 1:50 am) it opens a page saying there's a problem on QB end. Please try again. Exasperating.
