2018 Quickbooks Desktop Pro Accountants upgrade to 2019? Canada

I can't update the payroll tax tables (new as of July 1/19) in 2018 Quickbooks Desktop Pro Accountants, says I have to upgrade to 2019. I can't find information on how to complete this properly. I tried using the qbwebpatch, but I received several errors (1603, 1328). Am I supposed to buy QB 2019 each time there is an annual payroll change?

When downloading the tax table update for QuickBooks Desktop Canada, you'll need to have the latest version of your software to ensure that updates will sync properly. Having that said, make sure to have an updated version of QuickBooks so you can easily download the tax table once a payroll update is released.
