May I know how did you export your SO's? What error message are you getting during the data transmission? Any information or screenshots will help me provide an accurate resolution to you.
If this error occurs when using a third-party app, I'd recommend contacting their support. They can help you review the template and check missing or incorrect data.

I'm here to provide some insights about the "Tax Rate Can't be Determined" error you're getting. This alert means that the sales tax rates from the export source don't match any of what exist in QuickBooks Online. The tax codes need to be identical on both platforms.
This also happens if the application you're using for the file transfer is not compatible with the Automated Sales Tax feature. To resolve this, I would recommend contacting our QuickBooks Online Care Team to help you switch to Manual Sales Tax.
