I can't pay my payroll taxes becausee i get error "can't send usage report" I need to get my taxes paid so they are not late. I have tried all recommended fixes help!

2. In the Date and Time window, select the Date & Time tab.
3. Set the date and time.
4. Click the Time Zone tab.
5. Select the correct time zone.
6. If you are in a daylight saving time zone, make sure to select the Automatically adjust clock for daylight saving changes checkbox.
7. Click OK.
8. Verify the updates by double-clicking the time in the system tray.

Once fixed, you can now pay your payroll taxes through the Pay Liabilities tab in the Payroll Center page. I'm using Windows 10 and I have tried adjusting time but it is correct.  I restarted the computer I updated QuickBooks and restarted again. This is not an accountants copy.  I have paychecks in online to be sent but I don't have manage cloud options in payroll options.  I can't delete the checks because it would adjust prior information.  Their are 3 different pay periods ready "to be sent"

As stated previously I tried fixing the clock but it is the correct time etc...  I am not using an accountants copy.  I have paychecks in the online "to be sent".  I can't send or delete them.  I do not have workforce set up on my computer and I don't have the "manage cloud" options in Employee menu.  I have tried going into the winlog but the only error that comes up is LVL.  Last time this happened a representative had to come into my computer to fix it.

1. Ensure that you have the latest QuickBooks Desktop release and downloaded the latest tax table release.
2. Open Payroll Account Management portal. Then close the page.
3. Reboot your computer.
4. Download the payroll update, again.
5. Reset QuickBooks Desktop Update.

I already tried opening the payroll account management etc..  I already tried resetting and redownloading the QuickBooks update and restarting the computer.  I can't get the payroll update to download because I keep getting the "usage" error.  That is why I have written.  I have researched all of the usage errors and tried them all.  I need further help that has not already been written.  Please contact me

I know how to process my payroll taxes the program won't let me because of the "usage" error.  I will call on Monday but my payroll taxes will be late by then.
