The Task or To do section is located at the top section of the Dashboard. If you don't see that section after clicking the Dashboard menu, you can press the F5 key on your keyboard to refresh the page.
What data are your trying to export? You can also export data by going to the Gear icon and choosing the Export data option under Tools. The reports are also available for exports in Excel or PDF formats.

I am trying to export a full backup for moving to another system. No surprise that this is not very well supported, documented or found. Its still not in the dashboard after refreshing many times, and logging out and in many times.

You should be able to see the Task List in the Dashboard. As an initial troubleshooting step, try logging into your QBO account using a different or a private browser.
There are times that the browser is full of frequently accessed page resources, thus causing some unusual responses. To use a private browser, here's how:
Once logged in, go back to the Dashboard to download your file. If it shows, return to your default browser and perform a clear cache.
However, if you're still unable to locate the Task or To-Do section, you can still export the file without using this option. See the steps below:
