I see Asia for the system, so is this QB from US? That would be a conflict. Also, .net should be Uodated, but don't unistall older .net versions.

I have found Net framework missing, outdated, or corrupted components to be the source of this type error. Check your windows update history. If you don't have automatic updates turned on you ca always check for updates. The Net framework updates, at least for Win 7 were optional and would not normally be installed during an auto update
Here's what finallay worked for me. (After hours on the phone and doing all of the suggested fixes - none of which worked)
Restore your computer back to an earlier back up (Windows back up). Then restart and reinstall quickbooks. It should work this time. It did for me. (After 6 tries other ways)
