Yes, the Sync with PayPal integration is still available in the App Store, aderium.
Just make sure that you're using a QBO US account to be able to activate it. Here's how:

Where can i find Sync with Paypal. I have tried searching Sync with Paypal. I am ready drop Connect to Paypal. I though that CTP would make my life easier, but it just makes more work. I want my Sync with Paypal back.

We've recently enhanced our security requirements to protect your data. We've also reached out to third-party app developers and asked them to align with our new updates. However, Sync with Paypal is one of the apps that aren't able to comply with the changes.
With this, you can either connect your PayPal account through the Apps section or Banking page.
Once your transactions are in QuickBooks, you can now match and categorize them.

Can you confirm that the Sync with Paypal app is no longer available? Is there a way to enable it?
The newer Connect with Paypal app doubled+ my work by now having to create a separate bank and categorizing transactions. Whereas the older Sync with Paypal app just created a SAles Receipt directly and all I had to do was assign the right Product/Service.
I want to ensure this is taken care of, @treasurer105.
I'd recommend getting in touch with the PayPal app store to check with it. This way, they can check your account and help resolve the issue.

Thanks for the reply Maybelle_S, but the old [Sync with Paypal] app was published by Intuit on Quickbooks Online - and not by Paypal.

Let me share some information about Sync with Paypal and its integration with QuickBooks Online.
We decommission the Sync with Paypal last April 17th, QuickBooks customers will only be able to use the new PayPal app, 'Accept Card Payments with PayPal. On that said date, customers will not be able to raise new PayPal-enabled invoices using the old app but will be able to get paid on outstanding invoices.
Also, with regards to your transactions, the information received by QuickBooks Online is all dependent on what PayPal shares with us. The mapping of transactions is based on the app’s settings.
To properly categorize these entries, I recommend you get in touch with PayPal’s customer service. One of their specialists can help configure the settings of the app and make sure transactions downloaded into QBO are classified to the correct account.

I think you're mistaken. I have been using the [Sync with Paypal] app until Jan 2021. And mistakenly deactivated it thinking I could re-enable it.
The [Sync with Paypal] app was published by Intuit, yet every customer service person in Intuit keeps referring me to Paypal.
Anyway the issue I mentioned was not about information on transactions but on how they were imported into QBO.
At the end of the day, what you're saying is [Sync with Paypal] app and its simplicity is no longer available.
Thanks. I do use a third-party app since [Sync with Paypal] went away. I use the app from sush.io which is pretty decent in that it imports the transactions as Sales Receipts directly and I don't have to create or manage a new banking account. However the sync is once a day and there are some import quirks I'm seeing.
So would have liked the [Sync with Paypal] app back. But looks like its no longer an option.
