I know a way how you can convert your PDF file to .csv.
Currently, the option to convert a PDF file is unavailable in QuickBooks. Though, you can look for an app that can convert the data type.
Once converted, you can import your PNC bank transactions into your QuickBooks Self-Employed account. I've added this article as your guide: Manually import transactions.
