This unexpected behavior is already reported to our engineers, Batteryhookup.

 

They're still working hand in hand to get a permanent fix. However, they suggested some steps that you can try to download the Paypal transactions.

 

Open QuickBooks Online using an incognito window and check if it downloads from there. If transactions are coming in, go back to your main browser, then clear the cache. Too much cache can cause this issue. Thus, requiring to clear it out. 

 

Additionally, using a different browser can resolve issues like this (Google Chrome, Mozilla Firefox, or Internet Explorer).

 

I also suggest getting in touch with our customer care support so they can add you to the list of affected users. You'll receive an email notification once this is resolved. Here's how:

  1. Click Help inside QuickBooks Online.
  2. Choose Contact us.
  3. Enter a brief description of your issue, then click Continue.
  4. Choose either Start a chat or Get a callback

This has happened to me. 14 days still not importing. Have tried all the steps below..didn't work. Have reported it 3 times and no response !!

Our Product Engineers are still investigating (INV-25325) the error message you are receiving while attempting to import or connect to PayPal and working to fix this as soon as possible.

 

In the meantime, I highly suggest contacting our Phone Support team if you haven't yet. They have the tools that can add your account to the list of affected users. You'll receive an email notification once the investigation is done with a resolution. I'll also inform you in this post as well. Please follow the steps provided by my colleague above to reach them.
