Aside from turning off your firewall, we have other recommended troubleshooting steps that can resolve the errors. 

 

Start with installing a digital signature certificate. Here's how:

 

  1. Do a Windows Search in either the windows start menu, or the windows file explorer for QBW32.exe, which is located in C:\Program Files\Intuit\QuickBooks.
    To search for QBW32.EXE in Windows 7:
    1. If QBW32.EXE does not come up during initial search, click the link for More Results in the Windows Searchsection.
    2. On Next Screen, click on Computer icon. (Windows will run a search in your computer).
    3. From search results, findQBW32.EXE that has a Type of Application.
  2. Right-click QBW32.exe, and select Properties.
  3. Click the Digital Signature tab, and ensure Intuit, Inc. is selected in the signature list.
  4. Click Details.
  5. In the Digital Signature Details window, click View Certificate.
  6. In the Certificate window, click Install Certificate.
  7. Clicking Next until Finish is displayed. Then, click Finish.

  2. Select QuickBooks Desktop, then click Pro or Premier.
  3. Click Solving Issues and Error Messages, and then select Upgrade and Update Issues.
  4. Click Get Phone Number.

I have QBW32.EXE AND QB32PRO.EXE, each has two certificates. I installed all, still have three errors. Help! Thanks!

I appreciate your efforts in trying out the given solution above. Allow me to step in for a moment and share some information to help resolve the errors.

 

These errors usually come up after installing the new QuickBooks version or when attempting to download a payroll update. To resolve the issue, follow the steps below:

 

Solution 1: Run QuickBooks as the Administrator, then try the update.
1.    Right-click the QuickBooks icon, then select Run as Administrator.
2.    Enter login credentials.
3.    Go to Help and click Update QuickBooks.
4.    In the Update QuickBooks window, click the Update Now tab. 
5.    Click to select the Reset Updates checkbox before clicking the Get Updates button.
6.    Hit OK to confirm the reset.
7.    When the update is complete, the Get Updates button becomes active and the words Update Complete appear below. 
8.    If the QuickBooks Update Service message appears, click the Install Now button. The update should install successfully.

 

Solution 2: Make sure Internet Explorer is set to be your default browser.
1.    Open Internet Explorer.
2.    From the Tools menu (Gear icon), select Internet Options.
3.    Select the Programs tab.
4.    Under Default Web Browser click the Make Default button.

 

Solution 3: Repair QuickBooks Desktop.

1.    Restart the computer.
2.    Back up your QuickBooks company file.
3.    Go to Start and then Control Panel.
4.    Select Programs and Features
5.    In the list of programs, select QuickBooks.
6.    Choose Uninstall/Change, then click Continue and Next.
7.    Click Repair and then Next. Wait for it to complete.
8.    Once done, hit Finish.


Solution 4: Uninstall and reinstall QuickBooks using clean install for Windows.

Service messages only apply to customers who are using features like a Merchant Account and QuickBooks Online Billing. You'll encounter the error if this update doesn't apply to you or there are none available. Rest assured, when something new needs to be downloaded it will come through as expected.

 

You can enable automatic updates to make sure QuickBooks is on the latest release. The following article contains information and detailed steps about this: Update to the latest release of QuickBooks Desktop.

@MaryGraceS 

I have read in numerous other posts that these errors only apply to these particular services. I do indeed have Inuit  Merchant Services and use online payments as well as payroll through Quickbooks. That is why I am trying to find the solution. 

I have done all the steps uninstalling, reinstalling, everything and it's not fixed problem. I really would rather not be on the phone with help for 3 hours and still not get it resolved. That is why I am asking  for help finding the solution here.

In April 2019 I spent $3,700 for 2 years of support to help rectify numerous redundant Quickbooks errors.  This year I was told by Quickbooks India that since I had these 3 errors:

I was told that it was probably a Windows 10 conflict.  I was charged another $1,600 last month to add another "advanced" level of support service for 3 years.

Seriously!??  I have been scammed!  $5,000+++!!!

Although the errors persisted at the conclusion of another 4 hours session on August 28, I was assured that the errors would be rectified within a week or so.  I am so angry at empty smiling assurances. 

Since I am a CPA, I can assure you that every one of my clients will warned!

Thank you Mirriam.  I did as you suggested and was directed to a canned "Error 15227" response which simply repeated the suggestions on this topic in the community. So it didn't help.

I was given a Quickbooks Support line [removed].  But that is the very staff I am having troubles with. (PS maybe not India, maybe Pakistan)

The errors that you've encountered is under investigation. We already submitted a notification about this and our engineers are all working together for the nearest solution.

 

In the meantime, you'll have to contact our QuickBooks Support Team to add you to the list affected users. They can also pull up your account to verify the charges that was charged from your account.

If you want to talk to Intuit QuickBooks Desktop Support, you have to call them directly to a US phone number. In our experience, your call will route to their team according to "follow the sun" policy. So, if you really need to talk to an US agent, you have to call during their business hours (you have to stay awake at night in Asia region).

 

If you called any "QuickBooks Desktop Support" to any local number, it is possible you have talked to a local ProAdvisor or a mere scammer. You may call QuickBooks Online Support with your local number but I am not sure they will respond accordingly or escalate your issue directly to any US support Desktop team.

I am having the same issues with the same errors and your teck support by calling has not been helpful at all.  At this time this has to be a known issue and there should be a solution. If not we need to be told that and not all this bs to try that does not fix the issue.  What do you have to say to that?

I've checked the status of this Investigation- 31779 and still In progress. Our engineers are tirelessly working on this to understand why this unexpected behavior is happening and to find a permanent solution. 

 

While they are at it, let's perform the following workaround to isolate the fatal error you're getting. You can follow the steps provided by my colleague @KhimG above.
