You might have restored the wrong backup copy of this company. You can go back to your old QuickBooks where the 2019 transactions are created then create a backup copy. Restore the new backup copy into your QuickBooks 2019 and check if the transactions are showing.

No, this company file is used several times a month.
After installing 2019, everything went back to 2009.

I did have to open the old QB and create a file to restore to the new QB.
Everything is working fine now.

Can't log into QB. Says our subscription has expired. Have gotten as far as Quickbooks Account and find it is correct and current.

The last part you mentioned seemed like already logged in to CAMPs. I'll provide additional steps you can take:
At this point, open your QuickBooks Desktop. Proceed to the Help menu, then hover over Manage My License. Choose Sync License Data Online.
