What's the full error you see?  I tried looking up Excel Error 31 and got nothing, so perhaps this isn't an Excel error...

Reinstalling QuickBooks and Office 365 are good ways to resolve this error. Generally, the error code 31 occurs due to corruption or malfunctioning of hardware. Damaged Microsoft Office installed in your system can also cause this error. You can follow these steps get rid of this error:

  1. Check the main components of your PC such as your Internet connection, operating system, antivirus software and third-party applications installed in your PC to identify and resolve the issue.
  2. Remove all security software that you just recently installed.
  3. Disable the Windows firewall and antivirus software.
  4. Make sure that no other application is running in the background while performing the steps.
  5. Perform system updates. If there is any update available, you can install it.
  6. Open Windows Explorer and go to the file which is related to the error code.
  7. Double click on the file and you will be asked to select the program to relate the document to.
  8. Select Excel, then click on OK to connect the format with Excel.

If the same thing happens, we can verify and rebuild the data to eliminate fatal errors when you use QuickBooks Desktop.

It’s not an excel error. Looks like a windows system error. Error 31: se_err_assoc. “File <name> is not associated with the action ‘new’.” Or similar. 

usually means that the file type is not recognized by windows. But in explorer the file is opened by Excel. Just not when launched by QB.

Error 31: se_err_assoc happens when trying to view a report. Also, due to QuickBooks Desktop Payroll report templates not having an Excel association.

 

To set the file association manually, here's what you'll need to do:

  1. Using Windows explorer, navigate to the template through the file path listed within the error message.
  2. Double click on the file listed within the error message, and you will receive a prompt asking to select a program to associate the file to.
  3. Highlight Excel.
  4. Select OK to associate the template with Excel and open the report.
