Nice to have you in the Community. Allow me to guide you on exporting from QuickBooks Online to QuickBooks Desktop.
The reason why your gear icon is disappearing is that Internet Explorer is discontinuing support with our products. Meaning Internet Explorer 11 and Safari 10 will no longer work with QuickBooks due to the browsers using an older technology. You can reference this article about the Discontinued support if you would like more information.
The good news is the exporting is still possible without using Internet Explorer. After logging in to your Online account, paste this link http://qbo.intuit.com/app/exportqbodatatoqbdt into the URL bar. It will allow you to export your data within your current web browser. You can also use Microsoft Edge for exporting because it runs like Internet Explorer.

I appreciate you for trying the workaround provided by me peer above. Since the steps shared doesn't work for you, I highly recommend giving our Customer Care Team a call. They'll be able to do a screen-sharing session and verify the reason on why the Get Started button is not working.

While the Community can provide answers and troubleshooting solutions to certain questions, there are some concerns that only our phone support can handle.
I suggest contacting them during business hours from Mondays to Fridays, 6:00 AM - 6:00 PM PT, and on Saturdays 6:00 AM to 3:00 PM PT. Their ability to run the remote-viewing session can help isolate what's causing the issue. They can also open an investigation ticket if necessary.

If you hit the wall when migrating data from QBO to QBD, there are 2 options:
1. Utilize the migrating tools (i.e exporter for QBO and importer for QBD)

2. Purchase a 3rd party conversion service. I noticed the cost is $450 with 2 working days.
this URL doesn't work, clicked on "Export Overview" and it didn't respond anything. After spending so much time researching and realizing so many people are having same issue like me to export data file from QB online to QB desktop, this is extremely frustrating!!!

Can you also tell us what browser you're using? Please take note that you need to use Internet Explorer (not later than Internet Explorer 10) or Microsoft Edge to be able to successfully convert your file.
If you don't have these browsers installed in your computer, please contact our chat or phone support teams. They can pull up your account and help you further with converting your file to QuickBooks Desktop. You can follow the steps provided in the earlier responses on how to reach out to them.
