Thanks for sharing with us the troubleshooting steps you’ve performed to resolve the issue. Let’s try another by one by resetting the permissions of your Temp folder.

 

This is to ensure the users' access is set to Full Control. To review the setup, here are the steps:

 

  1. On your keyboard, press the Windows key + R to open the RUN command.

  2. Then, enter  %TEMP% and press Enter.
  3. In the temp folder, select Properties and then move to the Security tab.

  4. Then, review the settings and make sure all usernames and group permissions are set as Full Control.

After configuring the setup, check whether you’re able to save as PDF. If the issue persists, follow the recommended steps in this article and perform Steps 2-4: Troubleshoot PDF and Print problems with QuickBooks Desktop article.

Thank you but all of these steps were done prior to posting.  Solutoin 1-4  have been completed. The Intuit tool does not work; looks like it is hard coded to expect quickbooks to be installed in a particular locatoin in C: so it doesn't find many of the files it intends to update.

 

Writing to WPS printer works.  I also removed and reinstalled WPS printer and it did not change the behavior.

 

Admin/console session works flawlessly.  Remote desktop sessions do not work.

 

Windows 2012R2 server, QB2019 Platinum, 3 user license.
