.NET Framework is a Microsoft product. And it is possible that you don't have it or it was removed.
As with all "links" people post, feel free to go research this your self (simple web search), but here is the link to Microsoft's site to install .NET Framework 4.6.1

Be sure to BACKUP your Quicken before you start, even though nothing should happen to that file.
When it comes to the conversion, in QB2020 you go to File > Utilities > Convert > From Quicken And then follow the prompts. There may be some tweaking of your files and renaming of Categories after the conversion since QBs and Quicken use some different names. So be sure to allocate some time to just go through the Chart of Accounts and either MERGE the two (change the name of one account to the same as the other). Or delete the empty account and rename the one that came in from Quicken to whatever you or more likely, your Accountant wants.
You may have 3 options:
1. Install the trial license of QBD 2017 to convert your Quicken 2017 file. Then the converted file will be open on QBD 2020.
2. Export your data out to XLS/CSV and utilize a 3rd party importer tool to QBD 2020.
