Unable to import .qbo file

I am using qb 2015 v16.1.14 R15. When I try to import a .qbo file I get the message:

 

Quickbooks was not able to complete your request. Please contact your financial institution.

 

Is my version of QB too old? Can I still import the .qbo file without upgrading my version on QB?

Unable to import .qbo file

QB 2015 reached end of life in May 2018. It no longer has these external functions. It is not considered compatible with Windows 10, either. And worse, your data file is now 4 years behind current. Intuit has a 3-year lifecycle. It is time to move that data file to QB 2019.
