I found my solution to this problem. It was due to payroll already being set up.
"Important: If you're signed up for E-Services, QuickBooks Online will not allow you to edit the legal name on your account and will give an error Payroll system is unavailable or An application error occurred while processing your request. For more information, see Changes that require a new authorization form for electronic services."
