The error 404 means that the web page you're trying to reach could not be found on the server. Let's run some basic troubleshooting steps to isolate the problem. We can start with checking if your computer is connected to the internet and then accessing QuickBooks Online in a private browser. Usually, this resolves any browser-related issues since it avoids cache data that may also be causing the page unable to load.
Here's how to open a private browser:
Then sign in as a primary or company admin, then try paying your contractors in the Contractor tab in Payroll again. If it works fine using the private browser, open your account using the original browser and clear your regular browser's cache. You may also try accessing your account using another supported browser.

I did as you suggested and still got the 404 message. The owner tried as well with his admin creds and got the same error message.

I'll share details as to why you received an error when paying contractors in QuickBooks Online Payroll (QBOP) and guide you on the next steps you need to take to help resolve this matter.
For the time being, we have a newly opened investigation about error 404 when paying contractors in the Contractors tab in QBOP. Rest assured that this issue is being taken care of with utmost urgency. Hopefully, you can pay your contractors in no time.
In keeping with this, I'd recommend contacting our Payroll Care team again. They can add your account to the list of affected users. This ensures you're in the loop about the investigation's status and its fix. Then, you can provide the INV-75908 as your reference.
Once resolved, go back to the Contractors tab and pay your contractors using direct deposit. For the complete guide, please see this article: Pay a contractor with direct deposit.
When everything is all set, you may want to run, print, and customize payroll reports (for example, Contractor Payments) to monitor your expenses in QBOP. I am still getting this error. The contractors tab has never worked. Always get "error 404". Please advise.

Customer support is closed and I have tried the steps above. What is wrong with the software? Same issue as above and my contractors are waiting to get paid!
