Why isn't the program deleting the extra/old back ups? I don't want to do this manually.

The system does not delete saved files, so you can still access them in future needs. Once the backed up files are removed, you can no longer recover them.
You’ll have to delete them manually. However, you’ll need to make sure Intuit Data Protect is up to date. Then you can follow these steps below:

I am using QB Desktop and doing a local back up to a detachable drive.
