I am trying to clean up QBO before we migrate to Desktop in the next month or so.
I see a LOT of "excluded" items from the past, before me. Everything is reconciled up to date.
Can I safely delete these excluded items, or will that screw something up somewhere ? If I don't delete these old excluded items, will that all migrate over to the Desktop version when we do that?

As I understand it, no they will not migrate, but even if they do it is no harm done.
be sure you read and understand what will not transfer to desktop
In QBO print all financial statements so that you can do the same in desktop to find errors, and correct them manually (intuit will not help) before you start entering current transactions
