I am trying to export the data from QBO to got to QB Desktop Premier. The article says I must use Win 7 and IE 11(32 Bit). I don't have that available. Is there any other way to export the data.

Yes, you're correct with the browser requirement which is Internet Explorer (IE) 11 (32-bit). If you're using an older version of IE, you'll have to upgrade to the newest version to avoid any error messages.
However, as of January 14, 2020, support for Windows 7 had ended. This means that computers running on Windows 7 are more prone to security risks and viruses as you'll no longer get timely software updates. Additionally, know that there are limitations when you convert your file. That includes the attachments, audit trail, and recurring transactions.
Once done, I'd recommend running the Profit and Loss and Balance Sheet reports to ensure that you transferred your data correctly. To verify your reports in both products, filter the date period to All Dates and the accounting method to Accrual.
