Allow me to chime in and add more information about upgrading a company file.
You're able to update your file to the 2019 version. There are just a few things you need to do before the transfer since 2007 to 2019 is a long jump.
When upgrading to a higher version you must upgrade QuickBooks 2007 to 2010 > 2013 > 2017 then 2019 via Portable File Format (backup copy). Creating a backup allows you to restore all the old company data to the new file. To get assistance with the file upgrade, you can get in touch with our Support Team Here's how:

You have a Customer wanting to Buy QB 2019. They cannot do this: "you must upgrade QuickBooks 2007 to 2010 > 2013 > 2017 then 2019"
Because the older programs do not Exist and/or cannot be installed on a newer program.
Already pointed out that Intuit will do the Entire Update for your own customer.
And this is a confusing statement that mixed to things as if hey are synonyms, but they are not: "via Portable File Format (backup copy). Creating a backup allows you to restore all the old company data to the new file."
Portable is .qbm. Backup is .qbb. You want a Backup, not a Portable. Portable Files were created because we used to have restrictions on the file size attachments to Email. Now you can email large files, use transfer services, FTP, etc. The backup includes your templates and images, for instance, that are not carried along with a Portable file.
Your Customer needs to provide a Backup to Intuit to update for them. That's a service Intuit provides.
I have found the down loan but need the product code and license. I have purchased the online version and spent over 8 hours with support and no success transferring my files from 2007 Looks like I need to install 2010 first, but need the trial code. Would not work with 2012

You may need more stepping stones from 2010 or 2012 to 2019. There are two options:
1. You have to find another license code for 2015 and 2017. I may share a reliable site to download the installer starting 2005, OR
2. You have to purchase a 3rd party conversion service. PM me for details.
My apologies for posting this here, I am new to all this online stuff. I am in desperations mode after my husbands laptop crashed. We both have been using quickbooks pro 2008 and of course on the new laptop it doesn't work correctly. I purchased the online advance yesterday and need to down load free trials of 2012, and 2017 before I can convert my old data into the new online account. To no avail yesterday talking with QB for hours yesterday was I ever given a link for these free trials so I can upgrade.
Call and ask Intuit Data Service to convert your data file of 2008 directly to QBO.
Should you need to resolve in due course, consider purchasing a 3rd party service to convert your file from 2008 to 2020. You may open the converted file on trial license of Pro 2020 to self migrate to QBO. As a bonus, you may keep the converted file and upgrade it for every 3 years to keep it as your archive if necessary.
