You'll need to assign a foreign currency to your customer to send a Euro invoice. Let me walk you through the steps.
Before we proceed, please keep in mind that you cannot change the currency for an existing customer. You'll need to create a new customer with a different profile, then select the foreign currency during creation.

Once done, you can now create an invoice for the Euro currency.

As other options to deal with multi currency transactions:
1. Utilize a payment service

This method for creating invoices in Euros does not work, there is no option in the Payment and Billing tab that says "this customer pays me with"

You'll have to make sure that the Multi-currency option is turned on successfully. Turning this on allows you to have the ability to deal with foreign currencies. Bear in mind that once you've turned the Multi-currency feature on, you cannot turn it off again.
To do that:
After that, you can go ahead and set up your customer with a (Euro) currency by following the steps given above.

You have to enable the multi currency feature and it is not available on QBO Simple Start. As another option, consider to have an additional app to deal with multi currency transactions as I mentioned in the earlier post.
