We're unable to restore a deleted project. I think it'd be good if we have this option though. I'd encourage you to submit feedback about this from your QuickBooks account. You can click on the Gear icon and choose Feedback.

I've got the same issue. I have a customer which I can make active and inactive, with a deleted project which I cannot restore. The invoices and transactions are locked and I cannot change them. I discovered accounting errors in the invoices and payments, but I cannot correct them because they are permanently locked because of Quickbooks' lack of functionality in this regard.
I've checked and the payments appear on the account history of the associated bank account, and I cannot reconcile these accounting errors because the deleted project cannot be restored.
How is this not a feature!!!!

I've tried to replicate here on my end, and I'm able to restore the deleted project and can edit the transactions. Let me share with you the steps.

Pay close attention to the project "P34 Barrel Select Wines"
Under the projects view it shows up as an active project, but everywhere else in Quickbooks it shows up as deleted... It was previously "fully deleted" but now its in some sort of purgatory state where it is neither completely active nor completely deleted.
The associated transactions cannot be accessed through the Projects module, but they can be accessed through the Customers module, but even though I can open them and view their contents and attempt to edit them, all changes are blocked because they are attached to a "deleted" project.
I wouldn't otherwise care except these transactions themselves (invoices and payments) are not deleted and cannot be deleted, so they show up on my financial statements and bank account histories. (and I have trouble tolerating transactions I cannot change - especially when they need fixing)
Not sure if my previous attempt to respond worked or not, so I find myself rewriting my response just in case... Hold on to your bootstraps because this screen recording will kill any shred of sanity left.

Under the Projects tab it shows up like any regular active project, but when I open the project transactions cannot be accessed. The project listing for P34 Barrel Select Wines on the Projects tab doesn't give me an option to "restore" or "make active". Options drop down includes: "Edit this project", "Mark as completed", "Mark as cancelled", and "Delete".
Under the Customer tab, however, I can see the project listed with the " (deleted)" message appended to the name, and viewing the Customer's transactions reveals 6 transactions associated with the deleted project, none of which can be edited or full erased.

To make sure we're on the same page, did you add the Show deleted projects filter in the Projects window. I didn't see it in your attached video. I'm verifying it to make sure you're activating the correct project used for the transactions you want to edit or remove. For visual reference, you may refer to the first screenshot provided by Michelle_b.
If you did, let's access your account via a private or incognito window to check if this a browser-related issue. At times, data stored for some time causes unusual behavior to the browser. You may use these keyboard shortcuts in opening a private/incognito window:
If you’re able to activate the project or edit the transactions in the incognito mode, your default browser may be filled with data and temporary files from previously visited websites. Please note that these files can take up space and affect the system's performance.
To fix this, you need to go back to your default browser and clear its cache. Here are steps to guide you through:

FWIW I checked this issue on Firefox, Chrome, Chrome (Incognito), and Safari... (I have never logged into Quickbooks using Firefox or Safari before now) each presented the same issues in the exact same manner...
Going to wait until 9am eastern time when customer support hours start to address this issue further...
Sadly, Quickbooks Support continues to provide no help on this issue. All I get at the end of my support chat sessions is "I'll send a message to our engineering team" or some such BS. How has this not been solved? These transactions are permanently on my books now. How can Quickbooks claim that their software is easy to use when this happens and the way forward seems to be to migrate everything over to a different accounting platform?
Quickbooks has put me in a serious jam with this issue. Either I stay with Quickbooks and resign myself to books that will be permanently wrong (not a great choice) or switch my books over to another platform, forcing me to renter all of my accounting data which will take 100+ hours (also not a great choice).
Will anyone from Quickbooks actually provide a solution to this problem????
Hello. I am using QBO now, recently upgraded from QB Desktop Pro Prem 2019 - you screenshot doesn't look like my QBO at all and nothing I have is labeled PROJECTS. What QB are you referencing here?
A LOT of our projects transferred over as DELETED and many of my projects have disappeared, leaving all their transactions clumped under the client in a horror story of accounting. Please tell me how I can un-delete these and get my individual projects back, thank you!
Attachment: screenshot of our client, who should have had several projects (each Estimate should have it's own project) under him as "sub-customers" but now we have had to begin to manually re-create each project (sub-customer) and re-attach the estimate and invoices/payments.
Again, please tell me what we did that made many of our projects (sub-customers) transfer over to QB Online as DELETED and become clumped under the Client (Parent Customer). Thank you.

There are some limitations when converting data from QuickBooks Desktop to Online.
However, if your project information isn't included when you convert in QBO. you'll need to enter the information manually.

I have this same problem. Mine is compounded by the janky-at-best-comically-and-absurdly-bad-at-worst integration with Tsheets - all my employee hours that were assigned to my specific set of projects that are currently in this half-deleted/half-alive purgatory are gone. Thankfully I still have access to the raw hours in Tsheets but that doesn't really do me much good if I can't edit/adjust any of these zombie projects. Once again, Intuit underwhelming my already low expectations. I upgraded to QB Advanced for a couple of neat looking features (batch transactions being the main draw) and boy what a ham-handed "feature".
I'm about to test out "Priority Circle" and see if that can underwhelm me into negative territory.
I'm hoping you eventually found a solution to this. I'm experiencing the exact same issue.
I have a project that is deleted, but doesn't show up on the deleted list. The transactions are frozen and there's nothing I can seem to do about it.

I've tested this in our test drive account and was able to see my Gear (⚙️) icon displayed under the New project button.
Since yours isn't showing up, I'd recommend checking your browser. It's possible this issue could have something to do with temporary internet files. Browsing applications store these types of records, but sometimes they can cause problems with certain webpages. You can open a private window and check to see if it displays.
Here's how to access incognito mode in some of the most commonly used browsers:
If you're able to see it, it's safe to say this problem's being caused by temporary internet files. It can be fixed by clearing cached data and Intuit-specific cookies.
In the event it continues not displaying, I'd recommend getting in touch with our Customer Care team. They'll be able to pull up your account in a secure environment, conduct further research, and create an investigation ticket if necessary.
