If you want to add a user for time tracking only in QuickBooks Online (QBO), @sbennett4, we can click the Send invite option from the Manage users menu. I'll get into the details.
Beforehand, please know that time-tracking users can’t be vendors who track payments for 1099. If you need to track time for 1099 vendors, you can enter timesheets for them. Or you can add them as a user with a different email address. Here's an article for additional details: Enter vendors you need to track for 1099s.
To proceed with sending an invite link:
- Go to the Gear icon and select Manage users.
- Click Add user, then enter the user’s name and email address.
- Select the Assign roles dropdown, then select the Track time only.
- Review the features this role gives access to. You can expand each section.
- Hit Send invite.

If you have QuickBooks time subs integrated into your QBO account, here's how to send an invite link:
- From your QuickBooks Time account, go to My Team.
- Select Add team members, then Add manually.
- Enter their information, and select a role.
- If you'd like an invitation to be sent to the team member(s), enter their email address(es) and/or mobile number(s), and select Send an email invitation or Send a text message invitation.
- Click Add Team [#] Member(s).
You can check out these articles for more details:
In case the active vendor didn't receive the invite, check out this article for a fix or instructions on how to resend an invitation: The invited user didn't receive your email invitation.
