Before we start, I'd like to ask a few questions to help me better understand your situation. Where did you try to add the user? Is it in the Manage User window? Or, are you using TSheet or any third party application? I'd appreciate if you can share some screenshots so I can see what's going on.
In QuickBooks Online, you can delete a timesheet user in QuickBooks Online (QBO) by going to the Manage users window. Before doing so, make sure you're login as the administrator of the account.

The name isn't showing on the list in manage users but if i go to add they already exist.

Also, my payroll has been turned on which i dont need. I tried deleting the name from here as well but i still wasnt able to add the name.

Since Community is a public forum, we're unable to pull up your account for security purposes. This way, I'd suggest contacting our Customer Support Team. They can pull up your account and further investigate the time sheet user you're adding.

Hello rcampbell1 - I have the same problwm , did you resolve this issue ?
I've been having this same problem for a couple of months now. The issue has been escalated to the engineers for a fix but has yet to get resolved. Evidently QB doesn't have a clue how to fix it but they did offer a substantial discount on my subscription. I still need the problem resolved.
