This is usually caused by a file being read incorrectly. First, let's ensure your QuickBooks is on the latest update. Please refer to this link for the steps: Update to the latest release of QuickBooks Desktop.
After the update, close your QuickBooks and restart your computer. Then, right-click the QuickBooks Icon and select Run as Administrator.
Once your QuickBooks is open, update your payroll again to check if you'll get the same error. If the issue persists, I'd suggest performing the remaining solutions outlined in this article: Fix "the file you specified cannot be opened" errors.
