Glad to have you in the Community, @chthornton.

It's my pleasure to help you fix this error so you can update your payroll and file forms.

This is usually caused by a file being read incorrectly. First, let's ensure your QuickBooks is on the latest update. Please refer to this link for the steps: Update to the latest release of QuickBooks Desktop.

After the update, close your QuickBooks and restart your computer. Then, right-click the QuickBooks Icon and select Run as Administrator.

Once your QuickBooks is open, update your payroll again to check if you'll get the same error. If the issue persists, I'd suggest performing the remaining solutions outlined in this article: Fix "the file you specified cannot be opened" errors.

In case you need assistance in going through the steps, you can always reach out to our Desktop Support. They can help you by using the screen-share tool.

Here's how you can contact our live support:

  1. Follow the Official Intuit Contact link.
  2. Select your QuickBooks product.
  3. Select a topic until the Start a message tab shows at the bottom. Click the tab to get real-time help.

That should do it. You can also check our help site if you encounter other errors in the future: How to fix errors in QuickBooks Desktop.

Let me know if you have additional questions about file error. I'm always here to help.
