The paychecks in QuickBooks Online (QBO) Payroll should be deleted in chronological order. You maybe want to delete a paycheck that's listed somewhere in the middle. That's why you aren't given the option to delete it.
When you're only given the option to print the paycheck after selecting it on the Paycheck list page, you can pull it up and delete it from there. Let me guide you how.
Go to the Payroll menu.
Select the Employees tab.
Click the Paycheck list link under the Run payroll button.
Find and select the paycheck to open its contents.
Select the Delete option below.
Click the I understand that this action cannot be undone box.
Select the Delete Paycheck button.

In case the issue continues, you can perform some troubleshooting steps to identify if this is a browser-related one. You can log into your QuickBooks Online account through a private browser (incognito). Here's how:
Press Ctrl + Shift + N (Google Chrome)
Ctrl + Shift + P (Firefox)
Control + Option + P (Safari)
Once signed in, go to the Paycheck list page and delete the paycheck by performing the steps above. If you're able to do so, return to your default browser and clear its cache and cookies. This will refresh the system and remove older data that causes viewing and performance issues. However, if the problem continues, I'd recommend using other supported browsers.
Once deleted, you can re-create the paycheck with its correct details. Then, you can pull up a payroll report to make sure the data you've entered is accurate.
