You'll want to ensure that your user account has the necessary permission to create invoices. In QuickBooks Online (QBO), if you're not the admin, you should have either the Standard All Access or Standard Limited Customers and Vendors roles to be able to create invoices.
You can go to the Gear icon, then select Manage users to check the access rights you have. I've added a screenshot for your visual reference:


Another common issue could be related to your browser. You can log in to your QBO account using a private window. This clears all cookies and browser history, providing a clean slate, which often resolves browser-related issues.
If you're then able to create an invoice, the problem likely lies with your regular browser's settings. If so, go back to your main browser setting and clear the cache.
Cached files and data can also cause a webpage to reload or loop. Keep in mind that some browsers also have settings that automatically reload pages, which could contribute to the problem. If the problem continues, try switching to another supported browser. supported browser.
