When registering your QuickBooks, the program uses Internet Explorer as the default browser. It's possible that you have a different browser that is set as default. That's why you're getting this issue when registering your QuickBooks Desktop.
To fix this, just follow these steps:
Open Internet Explorer.
Click the Gear icon in the upper right corner (or click Tools).
Click Internet Options.
Click the Programs tab.
Under Default Web Browser click the Make Default button.
Then, go back to QuickBooks and register it again.
