If it's responsive, I recommend that you clear it's cache. By clearing the browser's cache, you can remove that historical data and access QuickBooks with a clean slate.

Thank you for your response. I suspect your suggestion had merit, as I have since restarted my laptop and when I logged back into QBO and tried "Setup Sales Tax" again, it worked just fine. Thank you for your assistance.
