Is there a way to transfer payments from QB Desktop to QB Online Payroll for Contractors to process 1099's?

QB Desktop only works with QB Desktop Payroll as an add-on. You may consider to signup for a separate Melio account for free to pay your 1099 contractors if required.

Thank you for reaching out to the Community. Importing payment from QuickBooks Desktop to QuickBooks Online Payroll is unavailable. QuickBooks Desktop is a different platform from QuickBooks Online. As mentioned by Fiat Lux - ASIA, the QuickBooks desktop payroll will only work in QBDT Payroll as this is an add-on feature.  
 

You may consider a third party app that integrates with QuickBooks Online to pay your 1099 contractor.
