The promo gift cards map into the liability account on the sales day they are issued. I want to be able to reduce this liability and expense it in the same daily sales journal entry that it was activated without going to the "Promotional Gift Card" register to reduce the liability and expense it. Can I do that?

There is no expense when you give out a promotional gift card. That's a common misconception. If you record it as an expense and also discount the sale when the customer redeems the card, you will double-count the expense - once as an expense when the card is issued and a second time when you discount the sale. And, you'll be stuck with a liability entry you can't clear.
If you want to record this in QB, the promo cards should be recorded as both a liability and a contra-liability. Or, leave them out of your books altogether and track them separately.
