In QuickBooks Desktop, preferences are set at the individual user level and company level. Take note that you must be the QuickBooks administrator to be able to access and change the preferences. You'll want to make sure that you have proper permission so you'll be able to view this option.
If you're already the admin user, then this option should show in the Accounting Preferences so you don’t have to type the memo on each journal entry. To isolate the issue, you can update your QuickBooks Desktop to the latest release. This way, you'll always have our latest features, security patches, and fixes. Here's how:

However, if you're still unable to view this option, I'd recommend repairing your QuickBooks Desktop. Generally, unusual behaviors in the program are caused by damaged components. Running this tool can help fix common issues and errors right away.

I’ve used Quickbooks for many years now and have always had the option to auto fill the description field. I recently updated to the newest Quickbooks pro 2021 and I also do not have the option under preferences to check the option to auto fill the description field in general ledger. Under my preferences in the accounting tab it says “there are no personal preferences for accounting. I ran the repair tool you mentioned and nothing changed. Please help. Last quarter I had to type the description field twice for every transaction.

I just got off the phone from Quickbook support and found out that the ability to auto fill memo in general journal entry is not available in the $400 pro version but is only available in the $600 premier version. The simple ability to auto fill the entry in general journal I’m sure is available in the cheapest accounting software from any other company. The level of greed shown by Quickbooks in this situation is not acceptable.
