Yes, it's a common issue reported here almost every day. For some reason Intuit has chosen to not fix it.
Other posts here instruct customers to call. Not sure if you have another option.

A credit card may not update or stop working during and after its expiration month, or if you're not authorized to process the transaction. If the card is updated and you're good to process the update, we can help you get back on track by contacting our Payroll Support Team.
Our support needs to gather personal details required to pull up your billing information. Once fully verified, they'll assist you with updating the credit card information.

Unable to update the billing information for payroll is tough to deal with, jenhughes.
Your Payroll subscription renews automatically if the billing information is updated before the renewal date. The credit card on file is debited, and an invoice notification is emailed to the billing contact.
However, if your billing information is outdated, you can manually update it in QuickBooks Account Maintenance page or in the My Account website. For more details about this one, you can check out this article: Update billing for Desktop payroll subscription.
