To become Proadvisor in the US version, QuickBooks will ask you to use an American address because you registered a US version of QuickBooks.
For your second question, to use a ProAdvisor Badge, you'll need to publish your account. You cannot use the badge if you are not registered or eligible. In case you need further ideas on how to verify your profile, you may review this article: ProAdvisor profile and Find-a-ProAdvisor guidelines.
However, you can still manage the client's account in your QBOA even if you haven't published your profile.
