When should I upgrade my current version of QB Pro 2019? I have not been prompted upgrade but am curious. Thank you

I'd like to point out some important details about when to upgrade and how you can do it in QuickBooks.
You can upgrade your QuickBooks Pro 2019 at any time before May 31, 2022. After this date, we will discontinue all 2019 editions.
Though, your program will still work but you won't have access to live services such as the Bank Feeds, payroll service, Merchant Services, and etc..

So if you're using the live services I've mentioned, I suggest upgrading as soon as possible (before May 31st) to continue using them on the new version.
Since you're not getting any prompts to upgrade, you can use the Upgrade tool from the Help menu:

If you are not using any online service (e.g bank feeds, payrolls, 3rd party apps), you don't need to upgrade your version at this time. Otherwise, you can purchase the one time license for QBD 2021 or the annual license for QBD 2022.
