Plan Bill Pay for QuickBooks Online (QBO) will charge $0.99 per ACH transaction and $1.99 per check. In which the users are unlimited and have no monthly fee.

As for your other concern, using Bill pay for QBO, you now have the option to wire international payments. You'll first need to turn on the multi-currency feature so that you can avoid sync errors when adding a multi-currency vendor, bill, or payment. Then, add foreign vendors with their currency.
After that, you can now wire payments to international vendors.
