I have had Quickbooks Premier 2019 for a year and a half. I finally learned how to use it well about a year ago and have had no problems with it. All of a sudden it quits opening on my computer. Everything has been updated and there seems to be no problems. I have checked security and firewalls. I also cannot open the Tool Hub. I can open any other program on my computer but those 2. I have been reading up on it and my Premier Pro seems to be a 2019 R9 Version but I understand there is an updated 2019 R14 Version. Would that help and how do I obtain it? Thank you.

There are certain reasons why you're having problems opening your company file. Before performing some troubleshooting steps to get this resolved, you'll need to make sure first that this issue is related to the company file rather than the program itself.
I did the parts that I could on the link you provided. Since I can't open the Quickbooks Premier, I went on to try to open it in File Explorer. It wasn't found. The only thing that was found was the Download Manager for Quickbooks.
