If you're only to create the 1099-NEC (or Misc), you can do it within your company file without using the QuickBooks payroll service.
You'll need to turn on the 1099-MISC feature, add a contractor as a vendor, and then track contractor payments for 1099s first. You can use this article and select the Set up a contractor in QuickBooks Desktop for Windows section to review the complete steps and details.
Then, check with QuickBooks 1099 Wizard and prepare your 1099s. Once done, create a Tax1099 account by following these steps:
