It's never, ever looked like this for me. I've used it on many computers over the years.
I had this “small designer layout window” issue since I created the file in QuickBooks Enterprise 2019 version. However, the file which was updated from QuickBooks Enterprise 2016 to 2019 doesn’t have this issue.
I tried creating a file in 19.0 and didn't see the issue.
Is the correct printer selected as your invoice printer? I wonder if the printer driver could cause this, somehow?

I also tried to create a new file on my desktop, and the other one on my laptop. (My laptop and desktop share the same printers)
-Laptop: the width of the designer template is about 1/3 of the Layout Designer window which causes too difficult to design.
-Desktop: the width of the designer template is greater than 2/3 of the Layout Designer window which it is good enough to design.

I am working in a hosted QB Enterprise and have the same problem with the layout viewer window. When I right click the QB icon in the upper left corner it only show move Size Minimize Maximize Close. Unable to do the first step. Can you suggest?
