Follow up (after chatting with support):
The free QBSE offer is only available for customers who are not subscribed to a paid plan AND for those who use the TurboTax ONLINE Self-Employed filing option. I'd used the PC software instead (which saved me $100+). Looks like I won't be using QuickBooks going forward.
Here is the version that comes w/ free QBSE ($120 federal + $50 per state):
