I had a disk crash. I have my company file backed up from version 2009. When I reinstalled it, it said my “file was created with a newer version and could not be restored. Try a newer version”. So I bought 2016 Pro, as I know the updates stopped for 2009 about the year 2015. Still said the same thing. I’ve tried the repair tools. This is for our business and I HAVE TO ACCESS THIS FILE. HELP?

Let me share some details on how we can retrieve the file.
Both QuickBooks Desktop 2009 and 2015 are no longer supported that is why repair tools don't work. Also, once the file is restored to a higher version, we're unable to open it on the lower ones. Unless you have a backup copy and restore it on the original version.
What I can suggest is reaching out to our QuickBooks Data Services team. Send your file to them and they'll fix it for you.

Install the trial license of QBD 2020 to open it. If the same error persists, your file is damaged. You may consider purchasing a 3rd party file repair service.
I'm having somewhat of a similar issue. We had QB desktop 2009 running on windows 7 backing up files only to USB. We've purchased QB 2020 and a new windows 10 machine. while installing the new desktop version I go to my backup and start the restoration. When it gets to the login screen it says i don't have an account setup but i called the 1-800 number and the automated system recognizes my phone number. I've tried resetting the password and even with that it says there is not account.
I am not sure you are able to convert your 2009 company file directly on QBD 2020 in one jump. You may need to convert it on the trial license of QBD 2015 as the stepping stone.
I reinstalled 2009 Contractor premier on new Windows 10 PC. Made USB and CD_r backups from other PC. neither will restore on new computer ???????

My file is not damaged just trying to reload QB2009 on a new computer. If I send my file can it be made to work anyway?

If your company file isn't damaged, we highly recommend that you purchase and upgrade to the latest versions of QuickBooks. We can't give you any guarantee that QuickBooks 2009 version will still work since it's no longer supported.
You'll need to gradually upgrade your company file from 2009 to 2012 and then to 2019. Also, the trial links for unsupported versions of QuickBooks are no longer available.
